William L. Toples (Bill) has 31 years of extensive professional experience in the area of human resources. Bill is currently the Director of Human Resources Administration supporting the operations and IT business units at BCBSM. Bill formerly served as HR Director in Corporate Recruitment and Selection, and Director of HR Business Services. At Blue Care Network, Bill served as Director in various HR areas including recruitment, employee relations, compensation, benefits, organizational development and education, corporate diversity, and joint programs. Bill worked several years at Ford in a variety of human resources positions including stints in the labor relations and recruitment departments. Bill was a labor relations representative at the historic Rouge complex interfacing with the legendary local 600 and maintains many memorable moments while serving in that capacity. Bill attended the University of Detroit and received a Bachelor’s degree in Communications. He is a resident of West Bloomfield, Michigan and has been married to his wife Vera for 30 years. Bill and Vera are the proud parents of one daughter, Ashleigh Kristina. Bill is a faithful member of People’s Community Church in Detroit.
